SOG arrests coaching operator, aide in Rajasthan SI 2021 exam paper leak case

The two arrested in SI recruitment scam
Jaipur: The state’s Special Operations Group (SOG) has arrested two more accused in the Rajasthan Sub-Inspector (SI) Recruitment Exam 2021 paper leak case, including a coaching centre operator who allegedly supplied a solved question paper to two candidates who later became sub-inspectors, officials said.
Dinesh Kilka, son of Mannaram Kilka and a resident of Prempura, Dansaroli in Sikar, who ran the MAD Foundation Coaching centre in Shahpura at the time of the exam, was arrested on 29 June. Acting on information he provided, the SOG arrested Rakesh Kumar, also from Sikar, on 30 June. Both have been sent to SOG remand until 4 July, Additional Director General of Police (SOG) Vishal Bansal said.
According to the SOG, Kilka and Kumar had together arranged for the solved paper to reach candidates Avinash Palsania and Paresh Chaudhary before the exam and coached them on it, in exchange for Rs 20 lakh and Rs 16 lakh respectively. Both candidates were subsequently selected as sub-inspectors, with Palsania ranking 86th and Chaudhary 180th in the final merit list.
The SOG had earlier arrested Palsania on 31 August 2024 and Chaudhary on 23 September 2025. Kilka went into hiding after their arrests, prompting the SOG superintendent of police to announce a reward of Rs 10,000 for information leading to his capture. He was tracked down and arrested on 29 June after a prolonged search.
During questioning, Kilka told investigators that he had obtained the leaked solved paper before the exam from Rakesh Kumar for Rs 35 lakh, leading to Kumar’s arrest a day later. The SOG’s investigation further found that Kumar had procured the paper through handlers linked to Arun Sharma, son of Sanwarmal Sharma and a resident of Vijay Colony in Shri Madhopur, Sikar, who is also part of the paper leak syndicate. Sharma was arrested earlier, on 11 July 2024.
With the latest arrests, 149 people have now been arrested in the SI 2021 paper leak case, the SOG said. Both accused are being questioned about the paper leak syndicate, the money trail and links to other suspects, and further arrests could follow depending on the outcome of the interrogation.
