Ex-RPF man running coaching centre arrested by SOG in Junior Engineer paper leak case

SOG arrests paper leak accused Bheem Singh
Jaipur: The Special Operations Group (SOG) has arrested a coaching institute operator and former Railway Protection Force (RPF) man in connection with the Rajasthan Junior Engineer Combined Recruitment Examination paper leak case, according to officials. The accused, identified as Bhim Singh (46), a resident of Harsora in Alwar and currently based in Bansur in Kotputli-Behror, allegedly charged candidates between Rs 25 lakh and Rs 30 lakh each in exchange for access to the leaked question paper.
ADG (SOG) Vishal Bansal said Bhim Singh was apprehended on April 17 after a tip-off from an informer. The accused had gone underground after learning that the SOG had placed him on its radar, and he is currently being questioned. After taking voluntary retirement from the RPF, Bhim Singh had opened a coaching institute in the Bansur area and also ran a computer lab in Jaipur for conducting online examinations.
The Junior Engineer Combined Recruitment Examination-2020 was held in December 2020, and an FIR relating to cheating in that examination was registered at Sanganer police station the same year. After the 2020 exam was cancelled, a fresh Junior Engineer (Civil) (Degree holders) Combined Recruitment Examination was conducted in September 2021. During the interrogation of previously arrested members of the paper leak gang, the SOG came to know that the re-conducted exam paper had also been compromised, prompting the agency to register a fresh FIR in January 2026.
Investigators said the gang used Samsung tablets and Apple iPads to train candidates with the leaked question paper. Candidates were allegedly gathered in Jaipur, coached through the electronic devices by Bhim Singh along with co-accused Ganpat Malwada and Bhupendra Saran, and then sent to their respective examination centres. The money collected from each candidate was divided among members of the gang. According to the SOG, Bhim Singh had handed the tablet used in the cheating to his own daughter; the device has since been recovered.
The SOG had earlier arrested the alleged mastermind Jagdish Bishnoi along with Ganpat Malwada, Anil alias Sher Singh Meena, Bhupendra Saran, Ganpat Lal and Suresh in connection with the same case. Bhim Singh and Bhupendra Saran had reportedly served together in the RPF, and it was through that association that the two came into contact.
Preliminary investigation has revealed that Bhim Singh has allegedly been involved in paper leak cases of several other competitive examinations as well, including the Junior Engineer Recruitment Examination-2020, the CHO Recruitment Examination-2020, the Rajasthan Police Constable Recruitment Examination-2022, and the Rajasthan High Court LDC Recruitment Examination. The SOG is now examining the original source of the paper leak, the network through which the papers were distributed, and the full list of candidates who benefited from it.
